Access Roosevelt County Clerk Records

Roosevelt County County Clerk records cover recorded documents and local clerk services outside the court case file system. A Roosevelt County County Clerk records search may involve deeds, real property instruments, marriage licenses, probate clerk records, elections, voter registration, business licenses for unincorporated areas, or military discharges. These records are separate from District Court case files. The correct access route depends on whether the user needs an index search, an official copy, a certified record, a recording fee, or an in-person clerk service.

Roosevelt County County Clerk

Roosevelt County uses a split clerk structure. District Court case records are maintained by the court where the case was filed. The Roosevelt County Clerk is a separate county office responsible for recording real property records, issuing marriage licenses, administering elections, maintaining voter registration files, issuing business licenses for businesses in unincorporated areas of the county, recording military discharges, and serving as County Clerk of the Probate Court.

The Roosevelt County Clerk is Mandi Park. Staff listed by the county includes Silke Humpe, Chief Deputy; Shana Beggs, County Services Specialist; Lori Billings, County Services Specialist; and Anyka Gamboa, County Services Specialist. The office is at 109 W 1st Street, Lobby Box 4, Portales, NM 88130. The phone number is 575-356-8562.

Roosevelt County Recorded Documents

The County Clerk records real property records and maintains recorded-document access. The county's records page says recorded documents are public records, but official copies and certifications come from the Clerk's office. The Tyler Self-Service portal is titled Roosevelt County Clerk Self Service and begins with a disclaimer and reCAPTCHA gate. The disclaimer says the index is like a library card catalogue: it is a guide to documents, not a substitute for the underlying document.

Users should search name spelling variations and other available criteria, then contact or visit the Clerk for official copies. The online index can help locate a document, but the Clerk's office is the authority for certification. Mailed recording documents should include a stamped envelope for return. The local deed rule also matters: a Roosevelt County ordinance amendment requires a Grantor's Affidavit for any deed that purports to convey real estate in an unincorporated area of Roosevelt County and is presented for recording.

Roosevelt County Clerk Fees

County Clerk costs are different from District Court filing and copy fees. Roosevelt County publishes recording charges, copy charges, certification fees, electronic delivery fees, and staff-time rules for recorded documents. Entry counting rules also affect the recording cost. Each grantor and grantee name with a vested interest counts as one entry, including alternate names, trustees, personal representatives, and powers of attorney. Some legal descriptions and related references also count as entries.

Request Certified Clerk Copies

Certified County Clerk copies are used when a recorded document, marriage record, or probate clerk record must be proven as an official county clerk record. The County Clerk can certify only documents from County Clerk records. A court-certified judgment, sentence, decree, or District Court order must come from the court clerk, not the County Clerk.

Request FieldWhy It Matters
Record typeIdentifies whether the request is for a deed, recorded document, marriage record, probate clerk record, election record, business license, or military discharge.
Names on recordGrantor, grantee, spouse, decedent, personal representative, business owner, or voter/election subject names help locate the record.
Recording or event dateDate ranges narrow searches when the exact document number is not known.
Document number, book, or pageIndex details from Tyler Self-Service or a prior copy request speed the official copy process.
Delivery methodPaper, email, fax, CD, and certified copies use different fee rules.
Certification requestThe Clerk must know whether the copy needs official certification or only a plain copy.
  1. Identify whether the record is a County Clerk record or a court case record.
  2. Search Tyler Self-Service for index clues when the record is a recorded document.
  3. Call 575-356-8562 or visit 109 W 1st Street, Lobby Box 4, with the document name, party names, date, and recording details.
  4. Ask whether the copy is office-made, staff-made, emailed, faxed, burned to CD, or certified.
  5. Pay the copy and certification fee required for that record and delivery method.

Roosevelt County Marriage Records

Marriage licenses are issued by the Roosevelt County Clerk. Applicants age 18 or older must both appear in the Clerk's office with photo IDs. The license fee is $55.00 and must be paid in cash. Certified marriage records cost $1.50. New Mexico Courts IPRA does not maintain marriage licenses, so marriage records should not be routed through the court records request form.

Minor applicant rules are more detailed. Ages 16 or 17 require an original or certified birth certificate and written consent of each living parent listed on the birth certificate. Consent may be given in person at the Clerk's office or by notarized statement. If a listed parent is deceased, a certified death certificate is required. If a living parent cannot or will not consent, a District Judge must authorize the license. Under age 16, marriage is permitted only when there is a pregnancy and a Children's or Family Court Judge has authorized the marriage.

Probate and Election Records

The County Clerk serves as County Clerk of the Probate Court and works with Probate Judge Kendall Terry in filing informal probates. The County Clerk indexes and keeps a record of probates filed in the office and provides certified copies of probated wills or letters issued to personal representatives. Probate packets, with or without a will, are listed at $5.00 per packet. Contested probate matters belong in District Court.

The County Clerk also administers elections and maintains voter registration files. County election notices place public election work at the courthouse, including tabulator certification in the courthouse basement during normal business hours. Voter registration requirements listed by the Clerk are age 18, U.S. citizenship, and Roosevelt County residency. Election Day convenience centers listed in county notices include Dora, Elida, Floyd, and Portales locations.

Note: Probate Court records and District Court contested probate records can involve different offices and copy routes.

Business Licenses and Discharges

The Roosevelt County Clerk issues business licenses for businesses in unincorporated areas of the county. City business or municipal license issues may have a different route, so the Clerk's office should be used when the business is outside incorporated city jurisdiction. The office also records military discharges, a record type that often has access limits because discharge papers contain sensitive personal information.

For any County Clerk public-record request that is not handled by the direct clerk service or Tyler index, Roosevelt County's IPRA route may apply. County public records requests can be sent to the county records custodian, submitted through NextRequest, mailed, faxed, or made with enough detail to identify the records. The county says inspection must be allowed immediately or as soon as practicable, no later than 15 calendar days, unless a written response or denial is issued under IPRA.
